Major new regulations! Related to logistics and warehousing, highlights at a glance →

The 2024 edition of "Shenzhen Building Design Rules" was officially released recently.The revision includes contents related to the height of factory buildings, warehouses, and logistics buildings.

To achieve the goal of building a modern international metropolis, promote sustainable economic, social, and environmental development, improve the level of urban planning and construction, enhance building quality, and advance the standardization and normalization of architectural design and planning management, this set of rules is formulated based on the "Shenzhen Urban Planning Standards and Guidelines" as well as other relevant laws, regulations, and rules, taking into account the actual situation of our city. These rules are formulated based on relevant national, Guangdong Provincial, and Shenzhen City standards and norms, referring to similar technical standards and regulations of megacities, and combining with Shenzhen's urban development goals and actual conditions.These rules apply to the architectural design and planning management of new, renovation, and expansion projects within the administrative area of Shenzhen City (with reference to the Shenzhen-Shantou Special Cooperation Zone).

I. Indoor void spaces exceeding the prescribed limit or not set up according to regulations are included in the reduction of gross floor area
The total projected area of all indoor void spaces set up within warehouses and logistics buildings, calculated by floor, is fully included in the reduction of gross floor area. The total projected area of indoor void spaces calculated by floor is the sum of the projected areas of hollowed-out parts of the floors of all upper floors (including the first floor). Reduced gross floor area = total projected area of indoor void spaces calculated by floor - limit value of indoor void area

II. The height of the building exceeding the prescribed limit is included in the reduction of gross floor area
When the height of commercial, office, new-type industrial, factory, warehouse, and logistics buildings (including the height of roof structures, curtain walls, parapets, and other roof components enclosing spaces) exceeds the corresponding prescribed limit, the reduced gross floor area needs to be calculated according to the following formula: Reduced gross floor area = [(excessive height - height limit) / standard height value] × projected area of excessive height space

III. Requirements for controlling building height
The height of residential, dormitory, commercial, office, new-type industrial, factory, warehouse, and logistics buildings should be controlled according to the relevant provisions of these rules.

Factory Buildings
I. External Space
General Provisions:
(1) Factory buildings are characterized by large spans, open spaces, heavy loads, and single functions. Their design should consider basic requirements such as production processes and freight transportation.
(2) Ordinary production factories should not be designed according to the standards of new-type industrial buildings.
Inner patios generally should not adopt an inner patio-style plan layout. When adopted due to special process needs, the short side of the inner patio should be greater than 24m.
Building Height: The building height of factory buildings should not exceed 70m.
Site Design: Reasonably arrange production activity sites within ordinary industrial land, reasonably guide the flow of people, ordinary vehicles, and freight, fully consider the separation of people and vehicles, and improve the safety of the road system; freight flow lines and other vehicle flow lines should be separately set up to avoid mutual interference. Factories should be located near freight elevators for unloading sites, which should meet the traffic needs of large trucks.

II. Internal Space
General Provisions:
(1) The plan of factory buildings should be regular and square, generally with large bay sizes. If partitioning is required, except for auxiliary rooms such as distribution rooms and tool rooms, the construction area of a single suite should not be less than 1000 ㎡ (excluding portions used for relocation in urban renewal, land consolidation, and interest coordination projects).
(2) The elevator settings of factory buildings should comply with the requirements of the "Guangdong High-Standard Factory Building Design Code".

III. Indoor Void Spaces
Shenzhen's architectural design rules allow indoor void spaces only in lobbies, atriums (including sky atriums), public balconies, equipment lifting, and transportation openings. When the total projected area calculated by floor exceeds the following limit value of indoor void space area, the reduction of gross floor area above ground shall be calculated separately according to Formula 1.
(1) When S1 ≤ 50000, S2 = S1 × 3%.
(2) When S1 > 50000, S2 = 50000 × 3% + (S1 - 50000) × 2%.
Where S1 is the regulated gross floor area of the factory building function, and S2 is the limit value of indoor void area, with the unit being ㎡.
